Developed around AudioCodes' VoIP chipset, the 48-CVA comes equipped with auto attendant, call-routing, and voice mail features. It has four central office lines, four VoIP trunks, eight local extensions, and eight remote extensions. Additionally, up to four CVAs can be networked to provide a system with 16 central office lines, 16 VoIP trunks, 32 local extensions, and 32 remote extensions.

SHANGHAI, China – The Bush administration is preparing to file a complaint with the World Trade Organization against China because of its controversial value-added tax on semiconductors, raising the ante in a long-running trade skirmish over chips.

The complaint could come this week, according to media reports, and follows a warning last week by U.S. Trade Representative Robert Zoellick. During congressional testimony, Zoellick told lawmakers that China's 17 percent value-added tax on imported semiconductors was discriminatory. If they don't stop it, we're going to take action,” he said.

If the U.S. files the complaint, it would be the first against China since the country joined the WTO in December 2001.

China's value-added tax has long been a sore spot of contention because many foreign companies and governments view it as a back-door tariff that encourages capital investment in China to avoid the tax and exacerbates the U.S.-China trade imbalance, which reached $123 billion in 2003, up from $103 billion in 2002.

During its start-up phase, the country's largest chipmaker, Semiconductor Manufacturing International Corp., often cited the VAT as a major advantage for drawing customers through its doors.

That's because semiconductors made in China qualify for an 11 percent rebate of the VAT; chips that are designed as well as made in the country qualify for a higher 14 percent rebate.

China's consumption of chips is expected to reach $37 billion in 2004, an annual increase of 30 percent, according to market research firm Gartner Dataquest.

COLORADO SPRINGS, Colo. — Foundry Networks Inc. is about to launch its first fixed-configuration switches capable of 10-Gbit/second rates. When fully configured, the FES X424 and X448 will be priced at about $15,000, one-fourth as much as typical chassis-based systems.

The offerings, for corporate LANs, are part of a twin assault the company is planning for the enterprise and carrier markets. Foundry will augment its primary carrier-class switch, the NetIron 40G, with a suite of new software features that give it more failover and bandwidth-management capabilities for complex carrier and Internet service provider (ISP) environments.

Foundry says it will be one of the first to offer fixed-configuration systems for enterprise LANs with optional 10-Gbit uplinks. Extreme Networks Inc. is racing to offer its new Summit series with 10-Gbit uplinks. Foundry's 10-Gbit ports will use XFP modules, which the company believes will come down in price more quickly than Xenpak or other small-form-factor standards.

The X424 and X448 refer to 24 or 48 ports, respectively, of 10/100/1,000-Mbit Ethernet as standard configurations. One or two ports of XFP-based 10-Gbit Ethernet can then be added to the 1.5U platform. Either switch can be configured with dual power supplies within the standard fixed chassis, and all data cabling is accessible from the front panel.

The X424 has a forwarding speed of 65 million packets per second, with an aggregate switching capacity of 88 Gbits/s. The X448 forwards 101 million packets/s and switches at 136 Gbits/s.
